Beverly Hills traces its start to investors who drilled for oil on the site, found water instead, and in 1906 formed the Rodeo Land and Water Company to subdivide the property into house lots.

The subdivision's first house went up in 1907 and sales stayed slow for years before enough residents had moved in for the city to incorporate in September 1914.

The Beverly Hills Utility Commission was split off from the land company and incorporated that same month in 1914, taking over the utility assets the land company had been running.
